Climate Grant Obstacle Course Challenge

Globalist insiders, no-bid culture, and how Aimee Barnes landed a massive contract to write O‘ahu’s climate future

When it comes to who gets public contracts in Hawai‘i, it’s rarely about merit.
It’s about connections. And this $539,870 contract awarded to a mainland climate consultant is no exception.

On June 28, 2024, the City & County of Honolulu quietly awarded Hua Nani Partners LLC a $539,870 contract to draft O‘ahu’s 2025–2030 Climate Action Plan.

The name on the paperwork?
Aimee Elise Keli‘i Barnes — a California-based climate insider with all the right globalist affiliations, including Obama, Omidyar, and China.

✳️ The Contract

▪️ Awarded by: City & County of Honolulu
▪️ Date: June 28, 2024
▪️ Recipient: Hua Nani Partners LLC
▪️ Amount: $539,870
▪️ Scope: 2025–2030 Climate Action Plan for O‘ahu

This was issued under a standard RFP, but let’s be honest: there’s nothing “standard” about how these things are awarded in Hawai‘i.

📌 WHO IS AIMEE BARNES?

Aimee Elise Keli‘i Barnes is the founder and CEO of Hua Nani Partners, a consulting firm that brands itself as helping to “seed and scale equitable climate solutions.”

🕸️ HER WEB OF CONNECTIONS:

…and why her firm was the perfectly predictable recipient of nearly $540K in public funds:

🌎 OMIDYAR NETWORK (VIA ELEMENTAL EXCELERATOR)

▪️ Aimee is a Director at Elemental Policy Lab, the policy arm of Elemental Excelerator (now rebranded as Elemental Impact).
▪️ Elemental is heavily funded by Pierre Omidyar, the billionaire who also bankrolls Civil Beat, UH think tanks, and most of Hawai‘i’s activist nonprofit-industrial complex.
▪️ Elemental is deeply embedded in Hawai‘i’s energy and resilience contracts — and Aimee’s position places her squarely in the Omidyar orbit.

🔗 I already have a full exposé on Elemental Excelerator — see that for how this funding pipeline operates.

🌎 OBAMA FOUNDATION ASIA-PACIFIC LEADERS PROGRAM

▪️ Aimee Barnes was selected as a 2024–2025 Obama Foundation Asia-Pacific Leader.
▪️ The program is designed to expand the Obama network’s influence throughout the Indo-Pacific by embedding their alumni in public and private institutions.
▪️ Her selection was announced just months before her company received the half-million-dollar contract from Honolulu.

Coincidence? Just like every other “coincidence” in Hawai‘i politics.

🌎 GLOBALIST NGO CREDENTIALS

▪️ Advisor to the Bright Spot Climate Initiative, a climate funder collaborative pushing “systems change.”
▪️ Former Senior Advisor at the California Environmental Protection Agency.
▪️ Former negotiator at the United Nations Framework Convention on Climate Change (UNFCCC).
▪️ Connected to the U.S. Department of Energy, World Resources Institute, and UN climate networks.

This isn’t just someone writing policy — this is someone positioned to guide Hawai‘i’s climate policy from a globalist, elite-driven perspective.

🇨🇳 CALIFORNIA-CHINA CLIMATE INSTITUTE (CCCI)

And finally — Aimee Barnes is affiliated with the California-China Climate Institute, a Jerry Brown–led initiative housed at UC Berkeley.

▪️ She was listed as a speaker representing CCCI at the 2020 Hawai‘i State Climate Conference, confirming her direct influence in local climate events.
▪️ CCCI serves as a conduit for climate diplomacy between California and the Chinese Communist Party, using climate as the excuse for deeper subnational coordination.
▪️ That story — and all its red flags — is too big to squeeze in here, so…(see next post)

🚩 FINAL THOUGHTS

This $539,870 contract isn’t just another consultant fee.
It’s part of a pattern.

The same people, with the same affiliations, continue to receive large sums of public money to write climate plans that sound great on paper — but rarely deliver for the people of Hawai‘i.

Aimee Barnes is just one example of how Obama, Omidyar, and international climate networks are embedding themselves in Hawai‘i’s policy decisions.
And we’re paying for it — literally.
